Can anyone answer why Region C has hosted past 3 years?

I don’t believe they hosted in 2018. GC played at Radford in the quarterfinals because we were the runner up and they were the champion from C. Then we played Graham again at Tazewell. Now C definitely hosted last year and this year for whatever reason. If D doesn’t host next year then there has to be some kind of explanation from the VHSL.
