Nope.
To legally cut block, the blocker must be on the line of scrimmage at the snap and the player he blocks must be on the line at the snap. (Both must also be in the free blocking zone.) As of now, the only time element in the low block is that the free blocking zone must still exist. The NFHS Rules Committee made only one change to the rules for the fall season, which is that low blocks must be immediate at the snap, no delay at all.
