If the punt returner calls for a fair catch, fumbles the ball, then the returner is hit by the defender and is able to recover the fumble. Can the returner then advance the recovered fumble?

Thanks. When a receiver gives a fair catch signal before the kick ends, neither team can advance the ball and once it’s possessed (by whomever) the ball is dead.
Obviously a kicking team player can never advance a kick, but to me it’s just easier to think about a fair catch signal meaning neither team can advance the ball no matter what happens.
