Foul off the ball

I have a question about fouls off the ball. We had three late game fouls on the same player when he was 75 feet from the basket and 20 feet from the ball. None of the fouls were called intentional although it was obvious they were. Is this the correct ruling? If so, we will have a new late game strategy.
 
If a team is just fouling to try and get the ball back from missed free throws, an intentional foul is usually not called. The only way an intentional foul would be called is if the the defender was trying to hurt the other player.

So like the NBA, you can just foul the worst free throw shooter, as long as you don't hurt him.
 
I recall a game a few years ago. It took 22 minutes to play the final 2:32 on the clock. Rules need to be tweaked.
