When is the clock wound vs snap of the football.
2nd down and 10 a runner gets out of bounds for an 8 yard gain on the next play 3rd and 2 the runner gets out of bounds for a 7 yard gain however there is a holding penalty on the offensive team. After the penalty should the clock start after the ball is set or at the snap?

Snap. The clock is started as it would be if the foul had not occurred, so if the play ends out of bounds, after the enforcement the clock will start on the snap.
