Team A kicked off to Team B. Ball had not been touched. B tried to kick the ball, maybe out of bounds? But he missed the ball completely and it eventually rolled out of bounds. If he had kicked it out of bounds, is that flagged? If he kicked it and it stayed in bounds could it have been advance by team A?

If he kicked it, there would have been a flag for illegal kicking. You can only legally kick the ball as a free kick or an obvious (read: controlled) scrimmage kick. When I say 'controlled," I mean that even if it's a scrimmage kick situation, the kick has to be controlled. If the ball is dropped and loose on the ground, the kicker cannot try kick a loose ball off the ground.

Legitimate question here, not trying for a "gotcha" moment. Is a dropkick (where the ball is dropped, hits the ground and is kicked off the bounce) allowed in HS? I believe the last one in the NFL was successfully done by Doug Flutie with the Patriots.

It is. And because it's in the rules, it's discussed far more than it's seen, especially by those among us who gather in groups and talk about things that will likely never happen. A drop kick must also be controlled. The drop part of it must be planned and executed and the ball is kicked as it touches the ground or is bouncing back up.
