Bay Rivers can only take one more team so I say send Denbigh to the Bay Rivers. Im not sure what to do with the rest of the Peninsula District.
Basically my plan is to trade some schools between the Eastern District and Southeastern district so the the Southeastern district has the larger schools and the Eastern district has the smaller schools and the Eastern District can be the same level as the Bay Rivers District. This will create more fair competition and help prevent games that are unfair. You will stIll have room for non district games. If you have any ideas that would make this better let me know.
