Almost assuredly 8 teams per region play to a regional champ.
The VHSL has already stated that for this school year only, Region A plays B, and C plays D. Winners play for the state championship.
I believe each team's power points after completion of the regular season will dictate seeding and home field throughout, until the state championship game.
