Question about 4C Playoff Seeds

So in 4C, the top four teams in district play from each district make the playoffs. According to the Winchester Star, "at the end of the regular season, power ratings will come into play if there’s a tie in the standings between three teams or more that can’t be broken by the results of head-to-head matchups."

If each team wins the games that they're supposed to win—Sherando over Fauquier & Kettle Run, Millbrook over James Wood & Culpeper County, and a Handley loss to Liberty & win over James Wood—then Sherando, Millbrook, and Handley will each have two losses in district play. Millbrook owns the tiebreaker over Sherando, Sherando over Handley, and Handley over Millbrook.

In this scenario, does this mean that the seeds 2-4 will be decided by points? Obviously if Handley beats Liberty, Sherando loses to Fauquier, etc., things change.
 
If that were to happen. Who would most likely be ranked where 2-4?

As of this week the ratings are as follows (NWD only):
1. Liberty - 28.75
2. Handley - 26.625
3. Sherando - 25.5
4. James Wood - 23.375
5. Millbrook - 22.75
6. Fauquier - 20.625
7. Culpeper County - 17.5
8. Kettle Run - 15.5

If Handley were to lose to Liberty (assuming Millbrook and Sherando win out), I think it would be Sherando, Handley, then Millbrook from 2-4. That depends on what some opponents end up doing though.

From Sherando's perspective, winning is obviously the most important. If the Warriors win out, they make the playoffs regardless of what anyone else does. However, it would be nice to avoid Broad Run and Tuscarora in the first round, so Warriors fans should be rooting for the following:

1. I don't think it's a guarantee that Sherando gets the #2 seed even if Liberty beats Handley, but if Handley wins then it's out of the question. So Sherando fans should want an Eagles victory.

2. For Jefferson to win a couple more games. They play Hedgesville and Washington, two very beatable teams. If Jefferson can win both that's another 4 points for the Warriors. Millbrook also benefits from Jefferson winning but it's going to be hard for them to make up the gap between themselves and the Warriors.

3. For Harrisonburg to win a couple more games. They play Rockbridge County and Spotswood, two good teams. I think it's unlikely that they win either of those matchups, but since Handley also played Harrisonburg it's not as important when it comes to the #2 spot.

From Millbrook's perspective, winning is also the most important factor. The Pioneers make the playoffs as long as they win out. A loss to James Wood would mean missing the playoffs since they would have three losses and lose the tiebreaker with James Wood, regardless of whether or not James Wood can beat Handley (assuming Sherando doesn't get upset by Fauquier or Kettle Run).

Loudoun County and Heritage winning out won't help the Pioneers much since Heritage doesn't play this week and then they both play one another in the final week of the regular season.

Going to be an exciting couple weeks. After tomorrow the picture gets much clearer.
