i was at the PM vs. Riverheads game last friday and a player was flagged for wearing an eligable number (84) filling in for an injured teammate at tackle. i thought as long as the player reports to the officials, and he and his coach did, that he could wear the number as long as he doesnt go downfield.

No. There's no such thing as "reporting" in high school football.

In the NFL, an ineligible number can report as eligible. But such is not the case in HS or college.

In HS, there must be 5 players numbered 50-79 on the offensive LOS, unless it's a kicking formation.

That's just the opposite of the way the reporting rule is used at the higher levels. There, they report when they're ELIGIBLE and on the end of the line. In NFHS rules, the only time a player with an eligible number can replace one of the players numbered 50-79 on the interior line is when they are using the numbering rule exception - and THAT can only be used in a scrimmage kick (punt or FG) formation.
