Rule of a catch in football

I have a question about how many feet need to be inbounds for a catch in VHSL? I know that in collage you only need one foot inbounds and in the NFL you need two feet inbounds. I thought that you only need one inbounds for VHSL but everyone is telling me that you need two? I did a google search but there is not much on the subject.
 
From the Rules Book.

"A catch is the act of establishing player possession of a live ball in flight and first contacting the ground inbounds while maintaining possession of the ball... "(there's more but it's not important here.)

Since all you have to do is contact the ground inbounds, and one foot will do that, the answer is one.
