Rules on who refs

Should the refs be allowed to be from one area vs another. Meaning.. if region A and B are playing.. what’s the rule on who refs the games?
I think the refs are graded out thru the season and the highest graded refs get the biggest games. I know refs from a high school can't call the same schools games, but I'm not sure the region matters.
The VHSL makes he assignments and I would suggest that he officials come from an association that is not assigned to the teams playing. I know when you get to Richmond the refs are from different associations.
Maybe once you get to Richmond, but it should be the same for all state games where two different regions are involved.
I think they should Not be from a different association or region.
1. Refs aren't paid much. Traveling costs money.
2. Does the ACC tournament bring in Big 10 officals? Of course not. They put trust in their officials to do the right thing not just in the regular season, but also in the post season.
3. Bringing those in from another Association or region, area, etc kind of says the following...."we trust you 100% all the way up until now, but we have to tell you, we just aren't totally sure now that it's the semis."
4. Based on the above, I would argue no. No need to bring in officials except 2 conditions. It cant be a person from his or her primary school doing their own school, and the state of Va should have a cutoff criteria in grading (I assume it does). For example, if Region A only has one official that exceeded the minimum grading criteria for qualifying to officiate in the post season, then the other regions should get two more officials to officiate Region A. I assume there is never a year in which each region or association can"t find 3 qualified officials.

So in your opinion.. it’s fair if one team from region A gets all 3 officials who have seen that team play multiple times and is from that area? The ACC tournament comparison doesn’t apply here because all the teams are in the ACC. Here you have 4 regions, refs only call in their association. So how can VHSL allow a quarter or semi final game be called by on association?
I would guess that VHSL delegates the selection of refs, like they do everything else. Whatever is the easy way out.
