Last year, during the series of meetings for the purpose of reorganization, Grayson County had requested and received approval to switch affiliation from the Southwest Districr to the Mountain Empire District. For reasons that are unclear, Grayson filed an appeal to remain in the Southwest. Since final approval of the reorganization plan by the VHSL Executive Commitee had not occurred, no further action was taken on the matter and Grayson remained in the Southwest District by default. (Think of it as a pocket veto that everyone wanted.)
What prompted the change of heart? I'll have to leave the answer to that question to you guys out in SWVA.
