Tripping ball carrier

Is this legal in college ? I saw a photo in a newspaper this morning or a GT player appearing to be trying to trip a VT ball carrier.

It's legal at the high school level and illegal in the NFL, but I'm unsure which way the NCAA goes on this.

After EXTENSIVE research (OK... after using the SEARCH feature) I found this forum thread that apparently says the NCAA and the NFHS are in agreement regarding tripping the ball carrier:

(NCAA) 9-1-2-c:
There shall be no tripping (Exception: Tripping the ball carrier is not a foul).
