WINCHESTER — The Frederick County School Board approved a 2017-22 capital improvement plan (CIP) at a meeting Wednesday that could delay the opening of a proposed fourth high school and 12th elementary school.
The board voted 6-1 to approve the plan, with member Peggy Clark dissenting.
Under the new plan, construction of the fourth high school would begin in August 2017, with a July 2020 opening. The CIP lists a total cost of $89.5 million (based on a July estimate, with an assumed August 2019 opening).
