I was in VT arena Saturday watching a scrimmage. I noticed a "half circle" painted under the basket. what is this for ?
 
The half circle is the restricted area for the block charge just like the NBA. If are standing in the semi circle, and get bowled over by a drive to the basket, it is a charge.
 
Don't you mean that if a defensive player is within the semi-circle there can NOT be a charge?

No problem. A good rule change, one that some refs (even at hs level) have been calling in a way all along without the line. A player shouldn't be camped under the rim, and catch a guy coming down from a drive to the hoop and get a pc foul out of it. Now, 3' out is a bit more than "right under the rim", so it will take some adjusting, even for the college players. Best thing about it, I hope, will be that any contact below the line will be a no call or play on situation.
