Buckingham District and Region Question

Which Region is Buckingham in? I presume Region C, if I'm reading correctly? At the same time, their district appears to have the other Class 2A teams all in Region A? I'm going by what Im reading from the VHSL.

There are other like that in other classes, but yes they are Region C
