That many PFs and an even distribution of penalties usually suggests sloppy, undisciplined play not overzealous refs. If it was uneven or they got ticky-tacky with holding calls that's one thing but that many PFs is a red flag(no pun intended). Also odds are the teams brought this on themselves if there were 4 PFs in the first quarter. Refs had to establish control from the get-go and stay involved.

I think I agree here. That many personal fouls early kind of mandates the ref's reign it in. This is a big rivalry game and Chancellor surely had a major chip on their shoulder. These guys don't like one another on the field. It is surprising, however, that many are friends off the field. It was a good game to see.
 
Frankly, I thought the PF's called were not warranted and an attempt to maybe proactively stop a potential escalation. The play wasn't sloppy or dirty, in my opinion.
