Holding call "mark-off"

When offense is flagged for holding, where is yardage marked off from, line of scrimmage or spot of hold ?

also if a punt returner signals for a fair catch and ball hits a player on kicking team on top of helmet, is the ball "downed" at that spot or is ball "live" ?
 
Need to be more specific as to what type of play (was it a loose ball play) and what the results of the play were-eg- did team possession change? This information will determine how the penalty is enforced. BTW-enforcement is often one of the last areas of the rule book new officials will master.

Ironically plays involving free kicks (kickoff) and scrimmage kicks (punts and FG's) may the the second to last area new officials master.

Second question-the punted ball is not "downed" in this situation and remains live. The receivers can still recover and advance this type of play up to the point that K actually "downs" the ball. R can also choose to take the ball at the spot of first touching by K or can take an awarded fair catch. This is a very interesting situation with alot of potential outcomes: good coaches will instruct the R players to attempt to advance the ball in this play because even if the ball is muffed or fumbled by R they will still retain possession at the spot of first touching by K...in that case the play is whistled "dead" at the moment K recovers the ball.This is a great case book question and I would personally welcome any commentary from FBref and White Hat.

it was a simple running play, down right sideline that went for about 15 yards. refs marked off holding call "from line of scrimmage". everyone thought it should have been from spot of infraction.

on the punt mentioned , the return man signalled fair catch. a member of kicking team was within 2 yards of return man and ball hit him on helmet. ball was loose and recovered by kicking team, and kicking team was awarded possession.

We can't properly answer the question unless you tell us where the foul occurred and where the LOS was.

Jim pretty much covered it. Based on your description, the call would be kick catching interference on K. R can take an awarded FC at the spot of the foul, force K to re-kick after a 15 yard penalty or decline and take the result of the play.
 
Regarding the holding; Need to know where the end of the run was in relation to the flag.

For running plays, the "basic spot" is the end of the run. (Rule 10-4-4)

If the foul was on the offense and happened behind the "basic spot", then enforcement of penalty will be from the spot of the foul. (Rule 10-6, Paragraph 1)

A holding penalty under those conditions should be marked off 10 yards from where the flag was. If the flag was at the line of scrimmage, then that's where the ten yards would be marked off from.
