Incomplete Pass a fumble???

Just heard on a replay of the Westfield vs South Lakes game that a pass behind the Line of Scrimmage that is incomplete is now ruled a FUMBLE. This was a FORWARD pass behind the LOS, not the QB throwing behind him to the receiver. Is this correct?

They marked the ball as if it was a fumble recovered by South Lakes, so I am assuming it is true

ANY forward pass that hits the ground is an incomplete forward pass.
