I’m watching the Chiefs/Raiders game. They announced the #77 was reporting as eligible. Does anything like this occur in high school ball? And what is the purpose? Strictly because of his number?

This is an NFL-only rule. Not high school or NCAA. It allows a non-eligible number to become an eligible receiver and legally catch a forward pass and some other specific things in the NFL book.

For high school and NCAA, you have to have an eligible number to be an eligible receiver, no exceptions.
