I'm not a white hat but if the ball is not advanced across the line of the end zone it is a touchback. Even step on the line and the ball will most likely get marked at the line.

Old fool is correct. If the ball is not advanced out of the end zone, it is a touchback. We had a situation in 2007 where we had a kid intercept the ball in the end zone and ended up returning it for a touchdown.
