I don't know for sure but given that the Preps poll is only VA teams, and Preps has a group of guys who cover regions, I believe it is a voting poll. And, historically, a very accurate one.

Basically my opinion - - I don't solicit others for the opinion on it, but I'm always willing to listen to feedback and discuss my reasoning on the rankings.
