There was a previous post that said if a player removed jersey in confines of the gym it was a technical penalty. If thats the case does it apply to blood on a jersey.
Also if jersey is exchanged with another player on bench does that cause any problems with scorebook?

They should ask their coach if it can be done so he can make sure the appropriate changes are made before the lead official signs the home scorebook.

If a player has to change jersey for any reason it must be done OUTSIDE the visual confines of bench and gym. Run to locker room or just down the hall that leads to locker room, for example.

thats what I thought. Should a technical have been called? It happened twice. Once when the blood was found and they exchanged jersey with another player, second time when jersey was clean. And the player was on the floor in both jersey numbers.

Does this rule apply in NCAA?

I saw this during a college game a month ago where the player had blood on jersey, stood up beside team bench and changed jerseys, going shirtless in the process. No call was made.

Re: Does this rule apply in NCAA?

Then the officials missed the call. No jerseys are supposed to be exchanged between players without the full knowledge of the officials calling the game.
