The final round 1 games are scheduled for Friday, and the earliest the round 2 games can be played is Sunday (last I heard and weather permitting)

second round will not be played or scheduled until all qtr final games have been played (3 games still haven't been played due to weather)

Yes, all 1st round games have to be completed until any round 2 games are to be played. At least for the east, not sure what the plan is for the west
