? about QB and Center before the snap

Under NFHS Rules

QB comes up to the LOS puts his hands under the centers butt,
Then backs away from the center to get the new play being signaled in by the coach.
Then goes back under center.

Is this illegal motion or not?
caused the defense to jump offsides 3 times in the game I was watching.
 
Not illegal motion unless the action was done in a sudden way that simulated the start of a play. When he backs out, that's a legal shift, as is moving back under center. Once there he has to be set for a second, but as long as it's not done with head bobs and hard hand gestures designed to make the defense jump, then it's on the defense to be disciplied enough to wait for the snap.
 
One of the myths of football is that the QB can't go under center and then back out again.
