Actually, you're correct...both accounts.
Until a standard expectation is levied across the entire spectrum of member schools, students level of effort will vary greatly.
EDIT: That was unfair of me to say, there is a minimum expectation, some member schools choose to set their standards higher than the minimum. When others aren't setting the bar as high....it's an open invitation to transfer.
