Hurdling

I was discussing a play from the Louisa/Woodgrove game, in which a player hurdled, with someone. I thought it was a penalty but I was told it's not a penalty if the defender is attempting to tackle him with his head up. The hurdling penalty is for PATs, to prevent players from jumping over the pile. Just wanted to clear that up or get anymore clarity from someone who knows more.
 
Hurdling is illegal and is not restricted to any certain player or on any certain play. It can be done (and hopefully flagged) by any player over any opponent on any play.

Here's the definition:

"Hurdling is an attempt by a player to jump (hurdle) with one or both feet or knees foremost over an opponent who is contacting the ground with no part of his body except one or both feet."

If a tackler is on the ground or on his knees, or on his way down and very close to the ground (I bring this up because it happened in one of my games this season), then it's legal to hurdle an opponent.

Thanks for clearing that up. That in turn makes an official's view of a hurdling play tough. Very hard to tell if a defender, or multiple defenders, is on his knee or not.
