Muffed punt?

I know that a muffed punt cannot be advanced by the kicking team in HS. Still one of the dumbest rules, but it is what it is.

My question is this: If the ball hits the ground first and then the returner mishandles the hop, does it still get ruled a muffed punt?

Yes. Any loose ball can be muffed if it's in flight or grounded. Makes no difference.

Its the "status" of the play. A kick remains a kick play until the ball is possessed at which time it becomes a running play. The distinction is important in terms of rules and penalty enforcement.
So many wild things happen during kicks that the kicking game should take up about half of the total time reserved for pre game discussion among the crew.
