Player Control Foul Question

I saw this one during an AAU game. Both teams were in the bonus. On a misssed foul shot that bounced fairly high in the air, the player in the second slot (same team as shooter) was called for over the back trying to get the rebound. No foul shots were awarded because it was ruled a player control foul. When questioned the official said that no one had touched the ball yet therefore it is by rule a player control foul. Was this officiated correctly?
 
Player control can occur only when a player is holding or dribbling a live ball inbounds. Over the back is not a foul, on the back is a foul.
 
So if Player A is taking the ball out and running the baseline and player B is defending the ball out of bounds and runs over player C who is screening player B and has established position and a foul is called then player C would shoot free throws if in the bonus situation.
 
Player C 'could' shoot free throws, if judged by the official to have charged through the screener. Several things would come into play here, so not every time you see this happen can we say there would be a foul. If one is called however, on player B, yes free throws would be awarded if in the bonus. Since this post is in regards to player or team control, there is none during a throw in, or during a free throw as in the OP. In the the original question, this was called wrong. If indeed a foul was called, offended player should get ft's if in the bonus.
