At this point, it appears the West will be dominant again.

As much as I hope I'm mistaken, that seems really overly optimistic for Glenvar. They lost a lot of talent to graduation, including all the big playmakers, IIRC. They will probably have a winning season, but I don't see them having a state top ten-quality team. They'll have to prove they can reload, having never been in quite this position before. Again, I say that while hoping the boys in green and gold can prove me wrong.

I take it Clarke County returns a lot from last year's fine squad?

Yeah, I believe you're correct. We talked about this briefly on the 4A board yesterday. VHSL- Reference is score-based, so they are going off last year's results, as you said.
