Off setting penalties ... TD?

Offense is flagged for holding around the edge of a screen .... the defense is flagged for unsportsmanlike conduct for hit on QB ... offense scores a TD

Both penalties are reported and offsetting and the plays stands as a TD. Is this a HS rule?
 
If the offense committed a live ball fou on a play, there is no way a TD can stand.

Obviously I wasn't there so I don't know, but I've seen flags dropped on the edge for sideline warnings against the offensive team's bench that someone could have assumed was holding, and the TD would stand in that case.

If the referee gave a signal of holding, and a personal foul on the defense, then offsetting fouls would mean replaying the down.

Note: In high school, any foul involving contact, like roughing the passer, late hit, dead ball foul, etc., is a personal foul, NOT unspoitsmanlike conduct. Deadball fouls in NCAA are considered unsportsmanlike conduct, but not here.
