Pass interference under unusual circumstances.

i was listening to the UR game for a few minutes and the opposing team ran a double reverse, with a flip back to the QB, which completed a forward pass.

It got me to wondering.

In HS football, if the receiver in this instance had been blocked, on purpose or inadvertently, would it have been interference?

Similarly, on a broken play, even a broken running play, and a forward pass is attempted, when does defensive pass interference come into play?
 
When the defender interferes with the receiver while the pass is in the air to him.

Suppose the receiver has engaged in blocking the defender because the QB is scrambling, and the QB directs the pass at the receiver. Receiver pushes off the defender to catch the pass. Offensive pass interference? Or simply a judgement call?
 
Not to be glib. but all pass interference is a judgment call. In your play, if the receiver is blocking and is able to catch a pass, it's probably going to be offensive pass interference. About the only time I can think that would be ignored is if it's clearly a running play or a broken play (scambling QB) and the receiver stops trying to get open and instead blocks, followed by a pass that's not intended to be completed.

Restrictions on the offense begin at the snap. So if a receiver blocks down field, even before the pass is thrown, it's OPI when the pass is thrown.

Restrictions on the defense don't begin until the ball is thrown.
