Wow, you hate to see that. But in those tiny schools like that, you have virtually no room for injuries, etc.

I remember Kenston Forrest School playing for, (and winning), the small private school state championship against Roanoke Catholic, with 13 1/2 players. The 1/2 was a kid with a broken arm and a cast twist the size of his arm.

Out of nothing but curiosity, I keep an eye on the Hatteras Hurricanes. Their varsity often plays opponent's JV squads. I would say 17 players on the roster is the average, and a few years ago they could not field a team.
