Yes, according to the 1A-East Region document I received via e-mail last week that is the case. That info is below.
2014-2015 Region 1A East Basketball Tournament
Boys and Girls
Date:[/B] Feb. 23, 25,28 (Girls), Feb. 24,26,28 (Boys)
Location: [/B]Quarterfinals and Semi-Finals are at Higher Seeds.
Finals will be at William Campbell
Format: [/B]All Conference Tournament Champions and Runner Ups will be in the 8 Team Regional Tournament. Brackets and Seeding will be done by Ranking/Seeding the 8 Regional Qualifier based on Region 1A East Power Ratings. The Points will be based on your Regular Season Record. Private Schools do not count toward your power ratings.

Schedule:[/B] Quarterfinal and Semi-Final games will start at 6:30 p.m. Double Header start times are 5:30pm and 7:00pm.
School Entries:[/B] Regional Entry Forms are due to the Director by Monday, Feb 16. Please email a copy to Ron Loy for Girls and Dean Hubbard for Boys. rSchool is preferred.
Cheerleaders:[/B] Enter as a group. No locker room will be provided.
Pep Bands:[/B] Schools wishing to bring a pep band must have prior approval from the site director at each location they are competing.
Uniforms:[/B] The higher seeded team shall wear their home (white) uniforms.
Admission:[/B] $7.00 single game / $8.00 Double Header
Dressing Space:[/B] Site Director will provide a locker room for the visiting team
Officials:[/B] Host school will secure officials.
Awards:[/B] Plaque to the Championship Team, 20 medals for the Championship Team, Plaque to Championship Coach, 8 medals to the Region 1st Team and Player of the Year Plaque.
Passes:[/B] See Regional Handbook Sec 15-2-1 for accepted passes. Also visiting school shall contact host school to submit a pass list.
Financial Reports:[/B] Please submit your Regional Financial Report to the Regional Directors and Regional Treasurer and proceeds to the Treasurer (5) days after your game. Please see Regional Handbook for directions.
